I am the President of Better Steps Foundation and CEO of Better Steps Life Skills Center, where I lead with a mission to empower individuals with special needs through life skills training, vocational development, and community engagement.
With over a decade of experience in healthcare and leadership, I have helped more than 500 individuals gain independence through employment, training, and supportive services.
Better Steps has grown to provide Medicaid-contracted programs, career camps for youth with IEP and 504 plans, and community events that have connected hundreds of families to valuable local resources.
I'm currently pursuing a degree in Psychology at Miami Dade College, which combines academic insight with real-world experience to build programs that make a lasting impact.
My vision is to continue expanding inclusive vocational opportunities and establish Better Steps as a model of innovation, care, and empowerment across Florida and beyond.

If you are a person with a disability in Florida, or the parent of a student with an IEP or 504 Plan, you have likely encountered the acronym "VR" in school meetings, at resource fairs, or on official flyers. Perhaps you’ve even ventured onto the official state portal, rehabworks.org, only to find yourself buried under layers of technical jargon and administrative forms.
At its simplest level: What is VR? Vocational Rehabilitation (VR) is a federal-state program designed to help people with physical or mental disabilities get, keep, or advance in a meaningful career. It is not a "welfare" program or a "charity" initiative; it is a sophisticated workforce development system. It operates on the fundamental belief that every individual, regardless of their unique abilities, has a place in the Florida economy.
At Better Steps Life Skills Center Inc., we are an authorized VR provider and the 2026 Florida APSE Employer of the Year. We don’t just understand the VR system; we live it every day. We are the "boots on the ground" that turn a counselor’s paperwork into a participant's professional success.
In 2026, the landscape of disability employment in Florida has shifted dramatically toward two guiding principles: Competitive Integrated Employment and Informed Choice.
This means that the goal of VR is to help you find a job in a typical community setting alongside coworkers without disabilities. You are entitled to earn at least the state minimum wage and have the same opportunities for raises and promotions as any other employee. Gone are the days of "sheltered workshops"—2026 is about true inclusion in the heart of the Miami and Tallahassee business sectors.
One of the most important things to understand about "What is VR?" is that you are in the driver's seat. Under federal law, you have the right to choose your vocational goals, the services you need to reach them, and—most importantly—the authorized provider that will deliver those services. You are a consumer of services, not just a recipient of them.
To qualify for full VR services in Florida, you generally need to meet three specific criteria:
The Presence of an Impairment: You have a physical or mental impairment.
A Barrier to Employment: This impairment makes it difficult for you to get, keep, or advance in a job.
The Need for Services: You actually require VR services to become employable.
The 2026 "Fast-Track": If you already receive SSI (Supplemental Security Income) or SSDI (Social Security Disability Insurance), Florida law presumes you are eligible for VR services. This significantly speeds up the application process, allowing you to move toward your goals much faster.

While the state (VR) manages the funding, counselors, and overall case management, they do not typically provide the actual hands-on training. That is where a specialized, authorized vendor like Better Steps Life Skills Center comes in.

Our Signature Career Camps: We host intensive, high-energy camps during Spring and Summer breaks at locations like Miami Dade College Homestead.
Professional Job Coaching: We provide one-on-one support at your actual workplace, using our "Fading Model." This means we provide 100% support on Day 1 and slowly "fade" away as you become a master of your role, ensuring you don't need a "shadow" forever.
Travel Training: We don't just tell you how to get to work; we ride the Miami Metrorail or the Tallahassee StarMetro with you until you are a confident, independent traveler.
The single biggest reason people avoid asking "What is VR?" is the fear that earning a paycheck will result in losing their Social Security or Medicaid benefits. In 2026, this "Benefits Cliff" has been largely mitigated by new Florida legislation.
Florida has officially codified the Working People with Disabilities Program. This allows workers to earn a competitive wage—often up to 550% of the federal benefit rate—while maintaining their Medicaid waiver.
At Better Steps, we help you navigate Florida ABLE United. In 2026, the contribution limit has risen to $20,000 per year. This means a working student can save their hard-earned money for a car, a home, or tuition without hitting the traditional $2,000 asset limit that often triggers a loss of benefits.
If you are ready to move from the question "What is VR?" to the reality of "I have a career," follow this 2026 roadmap:
Go to rehabworks.org and click the "Referral to VR" button. You can fill this out for yourself, or a parent/guardian can do it. If you are a student, your school’s transition teacher can also submit a STAR Referral.
Pro-Tip: In the comments section of your referral, specifically state: "I am interested in receiving services from Better Steps Life Skills Center."
You will meet with a VR counselor (virtually or in-person). This is where you share your goals. Bring your IEP, medical documentation, and ID. This transparency helps the counselor determine your eligibility, usually within 60 days.
This is the most important document in your VR journey. It is a legal contract between you and the state that lists your job goal and the specific services VR will pay for.
Exercise Your Choice: When it comes time to pick a trainer, tell your counselor: "I choose Better Steps Life Skills Center as my provider."
Once the IPE is signed, VR sends an "Authorization" to us. This is the green light. It means your training, your Career Camp, or your Job Coaching is 100% covered by the state—there is no out-of-pocket cost to you or your family.
So, what is VR? It is more than just an agency; it is an invitation to the table of the Florida workforce. It is a resource that acknowledges that while you may face barriers, you also possess incredible potential.
